National Low Emission Coal Initiative

The National Low Emissions Coal Initiative (NLECI) aims to achieve major cuts in greenhouse gas emissions from coal use, by accelerating the development and deployment of low emission technologies and carbon dioxide transport and storage infrastructure.

NLECI is supported by various stakeholders including industry, research institutions and state and territory governments.

Projects and initiatives

Ongoing

  • The Australian National Low Emission Coal Research and Development (ANLEC R&D) is delivering a national low emissions coal research program and national research centre. ANLEC R&D provides independent and objective analysis, data and expertise to effectively facilitate the design, permitting and operation of low emission coal technology using Australian coal under Australian conditions. ANLEC’s is focused on accelerating the feedback between the demonstration projects and the applied technology research and development cycle. ANLEC R&D is jointly funded by the Commonwealth and industry through the COAL21 Fund.
  • The Hydrogen Energy Supply Chain (HESC) project to convert Victorian brown coal to hydrogen for export to Japan for use as a liquid fuel. The project is one of a number of options that Kawasaki Heavy Industries (KHI) Ltd is examining worldwide to meet the Japanese government’s energy diversification plans. This project has the potential to unlock a new export market for Australia and to develop new industries and economic benefits for regional Victoria.
  • The Advanced Lignite Demonstration Program  (ALDP) is supporting the development of technology to more effectively use Victoria’s lignite. The ALDP is a State and Commonwealth funded initiative to develop pre-commercial brown coal technologies that upgrade coal to value-added products, developing new industries to bring new jobs and investment to the Latrobe Valley.
  • Bilateral cooperation through the Australia–China Joint Coordination Group (JCG) on Clean Coal Technology. The JCG on Coal Technologies is the pre-eminent body fostering collaboration in research, technology development, information exchange and networking between Australia and China on Coal Technologies.

  • Mineral Carbonation Project—the mineral carbonation process takes advantage of a natural process whereby carbon dioxide is captured in mineral deposits and then stored in rocks. The mineral carbonation technology mimics and accelerates the Earth's own carbon sink mechanism by combining carbon dioxide with low grade minerals to make inert carbonates, which are similar to common baking soda. Over the past three years Mineral Carbonation International has constructed a research Pilot Plant that produces test batches of materials. The pilot plant enables the researches to produce and understand the product.
  • The implementation of the National Carbon Mapping and Infrastructure Plan to accelerate the identification and development of suitable long term carbon dioxide storage sites within reasonable distances of major energy and industrial emission sources.
  • The CSIRO Post Combustion Capture (PCC) of Carbon Dioxide Technology project to advance PCC technology under the flue gas conditions prevalent in Chinese coal fired power stations. The project targeted the identification of PCC process designs which provide lower energy requirements for the capture process.
  • Carbon Dioxide Infrastructure Assessment Project (CIAP) provided the capability to identify potential onshore and offshore pipeline routes in and around Australia for the purpose of transporting carbon dioxide to identified geosequestration storage sites.
  • The Callide oxyfuel combustion project in central Queensland demonstrated how oxyfuel and carbon capture technology can be applied to existing power stations to generate electricity from coal with low emissions.
