Coordination Committee on Innovation

Roles and Responsibilities

The Coordination Committee on Innovation (CCI) is a discussion forum for Australian Government departments and agencies with responsibilities or interests that impact on the national innovation system. The Committee comprises representatives from 27 Commonwealth Departments and Agencies and acts as an information sharing forum for Australian Government innovation activities.

The Committee's Terms of Reference were endorsed by its members on 9 October 2009 and by the Government on 16 November 2009.

Working Groups

The Committee is also responsible for the establishment and management of working groups to investigate and progress issues referred through the Minister for Industry and Innovation.

The CCI Evaluation Working Group was set up to improve the understanding of science and innovation program and policy evaluation and to identify ways to improve integration and consistency of evaluation. In 2012, the Working Group developed the Best Practice Guide to Evaluation of Science and Innovation Initiatives.  

The CCI Working Group on Flexibility in Government Contracts has been established to address the recommendation of the 2012 Review by the Australian Council on Intellectual Property "Collaboration between the Public and Private Sectors: The Role of Intellectual Property" that CCI promote and encourage the use of flexible terms and conditions in Australian Government grants and research contracts. It is looking at a range of issues to simplify the treatment of IP in government contracts.

The CCI Horizon Scanning Working Group utilises horizon scanning and foresighting to help identify issues (including outlying trends, developments, and events) that might impact on government innovation policies, or the innovation system.  The Working Group:

  • Reports to the Committee on identified issues;
  • Makes recommendations to member Departments and Agencies to respond to identified issues; and
  • Aims to improve mutual understanding and reinforce existing networks for inter-departmental cooperation and communication.

Membership of the Group is comprised of representatives from CCI agencies, in addition to representation from the Australasian Joint Agencies Scanning Network (or AJASN).  

The CCI IP Working Group was established to undertake a review of the National Principles for Intellectual Property Management for Publicly Funded Research to ensure appropriate management of intellectual property arising from publicly funded research. The IP Working Group has developed the revised National Principles for IP Management. This working group has now completed its work.
