Description of the project: The project will provide a permanent regional processing facility for the accommodation, welfare and health of transferees and staff. The project will provide: a facility to accommodate 800 transferees; a facility to accommodate 800 staff; health, welfare, recreational and operational facilities; and engineering facilities and services. The civil works include: design and construction of all accommodation facilities, administrative and support buildings; the design, construction and commissioning of services for water supply, sewage, power generation and basic fire fighting; and the construction of roads, paths and associated infrastructure to access the facility.

3. Communication Strategy

  • Liaison with Industry Bodies – Decmil will engage with the Industry Capability Network (ICN) and industry associations (e.g. Master Builders Association, Queensland Master Builders Association) to communicate opportunities and identify potential suppliers. Decmil will also list the project on the ICN’s Project Gateway database.
  • Advertising the Project – Decmil intends to advertise the project in publications that include The Australian, Courier Mail, The Sydney Morning Herald, The West Australian, NT News and Papua New Guinean Post Courier. Advertisements in industry newsletters will detail the types of Requests for Tenders (RFTs) that are expected to arise for the project and promote the company web site (www.decmil.com.au) to association members, encouraging them to register their details.
  • Pre-Qualification – Suppliers and subcontractors are required to pre-qualify using Decmil’s online SSC System in order to be considered as an approved tenderer. Evaluation will include the completion of specific questionnaires, tailored to suit the required work scopes.  

4. Opportunities through all tiers of supply and in all stages of the project

  • Australian and International Standards – The Building Code 2013 will be applied to all Australian manufactured products. RFT documents made available to suitably prequalified tenderers will include requirements such as: relevant design information that will include drawings, specifications, and relevant schedules, including specific design compliance matters relative to the Building Code of Australia (BCA); and reference to the mandatory Australian Standards that will apply to all construction works.
  • Supplier Assessment Process – Suitable prequalified potential suppliers will be invited to tender on the basis of identical specifications. The online SSC system can be used to determine Decmil’s expectations. RFT documents made available will include instructions, project specific tender schedules, and a copy of the AIP Plan. RFT responses will be selected on merit, regardless of country of origin, and will be assessed equally on the best competitive advantage to the project in terms of value for money, safety and project experience demonstrated by: AIP Plan compliance and implementation strategy; quality performance; ability to meet timeframes; and compliance with specification.
  • AIP Obligations – Decmil requires that all suppliers, consultants and subcontractors apply the relevant strategies in this AIP Plan and cascade them to all tiers of their supply chain. 

5. Opportunities for longer-term participation

  • International Events – High performing Australian suppliers will be provided with introductions to overseas suppliers. Decmil also encourages and facilitates the attendance of Australian suppliers at international industry forums and conferences to increase exposure to global supply chains.
  • RFT Feedback – Entities that are unsuccessful with their RFT response will be provided with feedback that focuses on the weakness of their response. The feedback will recommend activities to address identified weakness, and enhance the future likelihood of success for future RFTs.
  • Training and Development – Decmil will regularly review work undertaken by suppliers and contractors to determine current capabilities and identify potential training and development opportunities. Where possible Decmil will provide training in specific areas relating to the project and for dealing with Decmil.
  • Strategic partnerships – Where permitted by the Managing Contractor Contract conditions, Decmil will enter into strategic partnerships with suppliers/contractors where a mutually beneficial arrangement is identified. Where synergies are identified between two or more suppliers/contractors Decmil will encourage the formation of partnerships in order to provide greater access to future RFTs.
  • Other Project Opportunities – The Decmil SSC system enables potential suppliers to identify potential opportunities to supply goods/services, by way of tenders that are currently being prepared for all Decmil projects.
  • Referee - Decmil is pleased to act as referee for high performing suppliers and contractors. 

6. Procedures and Resources

  • The Executive Manager – Business Systems will have overall responsibility for AIP Plan implementation.
  • The Decmil Integrated Project Management system will be used to maintain records, collect evidence and record the outcomes achieved for Australian industry through implementation of the AIP Plan. The system will also record any inappropriate actions and record the corrective measures taken.
  • The Managing Contractor’s Representative shall issue the AIP Plan to all staff and the general workforce in project inductions. Subcontractors / Suppliers and any other employees involved with any local industry elements will be provided with an AIP Plan in their work packages.
