National Offshore Petroleum Titles Administrator review: 2020

The National Offshore Petroleum Titles Administrator (NOPTA) is responsible for day-to-day administration of oil, gas and greenhouse gas titles in Commonwealth waters in Australia. NOPTA:

  • assists and advises the Joint Authorities and Commonwealth Minister
  • keeps title registers
  • manages data and information

NOPTA is a statutory position within the Resources Division of the department, established under the Offshore Petroleum and Greenhouse Gas Storage Act 2006 . The Act requires the Minister for Resources to review the activities of the Title Administrators every 5 years.

2020 NOPTA review

The 2020 review of NOPTA operations is now complete.

We managed the review process and the review was conducted by independent consultant Deloitte.

The Minister for Resources and Water tabled the report in both houses of parliament on 22 July 2021. 

Deloitte found NOPTA to have generally been effective and efficient across the review period in carrying out its functions under section 695B of the Act and effective in contributing to the efficiency of the decision making by a Joint Authority for a state or Northern Territory.

Australia’s offshore regulatory framework strives for continuous improvement and Deloitte made 17 recommendations and identified 9 opportunities.
