Applying for Indonesia steel tariff rate quota certificates

We manage a tariff rate quota for the export of certain steel products to Indonesia. This reduces costs and delays for Australian exporters.

A tariff rate quota is an import quota that allows a quantity of a specified good to enter a country at a reduced tariff rate.

The steel quota:

  • improves market access for certain hot and cold rolled steel products
  • reduces barriers to the trade of these goods between Indonesia and Australia.

Indonesia-Australia Comprehensive Economic Partnership Agreement (IA-CEPA)

The tariff rate quota for the export of certain steel products to Indonesia is in force as part of the IA-CEPA.

Eligible products

Australian exporters can export up to a certain quota of these steel products in each calendar year.

7209.18.99

Iron or non-alloy steel in coils (other than tin mill backplate):

  • not further worked than cold-rolled (cold-reduced)
  • of a width of 600mm or more
  • of a thickness of less than 0.5mm

and either:

  • a thickness of greater than 0.17mm
  • containing by weight 0.6% or more of carbon
  • or both.

Iron or non-alloy steel in coils:

  • not further worked than cold-rolled (cold-reduced)
  • of a width of 600mm or more but less than 1250mm
  • of a thickness of 0.5mm or more but not exceeding 1mm.

7208.39.90

Iron or non-alloy steel in coils:

  • not further worked than hot-rolled
  • of a width of 600 millimetres (mm) or more
  • of a thickness of less than or equal to 3 mm

and either:

  • a thickness of greater than 0.17mm
  • containing by weight 0.6% or more of carbon
  • or both.

Tariff rate quotas

  • Australian exports of steel products to Indonesia that are within the quota do not attract an export tariff, as long as they meet the requirements under the IA-CEPA Agreement. Exports that meet IA-CEPA requirements, but are outside the quota, attract the ASEAN-Australia-New Zealand Free Trade Agreement (AANZFTA) tariff rate.
  • Quotas are issued on a first-come, first-served basis.
  • The quota year runs until 31 December and resets on 1 January each year.
  • The 2020 tonnage is a pro rata tonnage based on an implementation date of 5 July 2020.
  • The quota increases by 5% every year from 1 January.

Application form

As part of the process you will need to:

  • complete the IA-CEPA steel quota application form
  • email us your completed form and any supporting evidence.

Successful applicants will receive an email with the quota certificate.

Altering certificates

If there is an error in your certificate, or information changed before the export is complete, you must notify us. Per the guidelines, the certificate will be cancelled and reprocessed as a new application.
