Company name: Australian Rail Track Corporation (ARTC).
Description of the project: The PBRL Stage 3 Track Upgrading Project is to improve access and connectivity to Port Botany by upgrading the condition of large sections of infrastructure and the successful completion of Stages 1 and 2 of the PBRL Program. Detailed investigation and survey will be undertaken to validate the upgrade scope, prepare detailed designs for track, civil and electrical works and allow minor enabling works in preparation for construction. Degraded infrastructure will be upgraded to current ARTC Standards, consistent with the rest of the MFN. Life-expired retaining structures and drainage systems will be replaced. Embankment widening and upgrade to cess drainage works to provide effective drainage to upgraded track sections will be completed as part of the overall upgrade works.

3. Communication Strategy
- The project will publicise this project opportunity on its website www.artc.com.au.
- The project will make direct contact with Australian Industry (e.g. personal letters or emails) inviting tender responses or informing about opportunities and how to respond to these opportunities.
- The project will consult with the Industry Capability Network (ICN), relevant industry associations and local industry to help identify capable and competitive Australian industry suitable to supply goods or services to the project. These industry bodies can also distribute information to capable Australian suppliers.
- The project will use its current memberships with the Permanent Way Institution NSW (PWI) and Rail Track Association Australia (RTAA) to promote supply opportunities amongst their respective networks.
- The project will publish media releases/statements through mainstream media (e.g. newspapers, industry magazines and/or business journals) detailing supply opportunities and how Australian suppliers can respond to these opportunities.
4. Opportunities through all tiers of supply and in all stages of the project
- The project will ensure that the engineering design is based on Australian Standards and on International Standards in common use in Australia. These project standards can be met by Australian industry. The project will be working to the ARTC standards. These standards can be found on http://extranet.artc.com.au/eng_all.html.
- The project will allow any supplier to pre-qualify for tendering on procurement packages so long as certain criteria are satisfied. In order to pre-qualify the supplier will need to address typical issues including:
- Safety, health and environmental
- Industrial experience in the rail environment, with an emphasis on experience in Australia
- Quality Assurance
- Capacity to meet schedule targets
- Technical and technological competence of the applicant
- Ability to meet technical standards
- Track records of similar work
- Skills and capability of the organization and its human resources
- Financial standing
- Suppliers must where applicable have workers who have appropriate rail industry worker competency
- As part of the quarterly report, the implementation of AIP strategies will be monitored. We will require contractors to commit to the AIP Plan engage with and involve Australian industry. The AIP Plan will be endorsed and communicated throughout the project. (e.g. on project websites).
- Tender documents will be made available to all possible suppliers at the same time.
- Equal and reasonable time frames for all industry to respond to tenders.
5. Opportunities for longer-term participation
- ARTC will actively engage its current Australian supplier network. The project team will publish a list of suppliers used on the project; this list will be published across the ARTC network. This will allow further opportunities to the Australian Industry. ARTC will:
- where possible, introduce suppliers to relevant organisations in global supply chains; and
- if practicable, recommend suitable SMEs to the Department of Industry and Science Entrepreneurs Infrastructure Programme for advice and/or support.
- In addition to the opportunities for supplying key components during the construction phase, Australian industry will also have the opportunity to supply throughout the operational life of the Metropolitan Freight Network. Successful tenderers will have an opportunity to supply throughout the national ARTC network. Where possible, ARTC will introduce high performing suppliers to existing ARTC customers and suppliers.
- Feedback will be provided to unsuccessful tenderers, this will allow them to have a greater chance of success on subsequent tender packages for the project.
- Feedback to high performing suppliers providing information on strategies and/or activities for future opportunities i.e. inclusion on “preferred supplier/vendor lists”.
6. Procedures and Resources
- The extent of Australian industry participation will be monitored and reported in the quarterly report.
- The project team will implement systems to monitor AIP actions and the extent of Australian Industry Participation, including a system to report variations.
